This is a very rare, very cute, somersaulting/tumbling teddy bear, dressed in a Jesters outfit.
I believe he is probably Germany, but I'm unsure of the maker. He mostly likely dates to the 1910/20s.
He is now almost bald, with just a few flecks of mohair here and there.
He has boot button eyes which appear original, and he stands about 8 inches.
His legs are pin-jointed, and his neck is un-jointed. His body and arms are formed around a wind-up mechanical mechanism which makes his appear to tumble.
When his arms are wound-up and released, they slowly unwind and he performs his trick - (sometimes he needs a little help to get all the way over)
Because he's small, he has no pads on his hands or feet.
